The Ministry of Economic Development of Saratov region introduced a bill aiming at the development of investment activities.

The Ministry of Economic Development of the region developed and introduced a draft bill aiming at providing the investors implementing investment projects in Saratov region with the most favorable treatment.
According to the draft bill, Saratov region will be able to fulfill the right for reduction of the rate under the profits tax for all participants of regional investment projects in accordance with the Tax Code of the Russian Federation. The proposed draft bill also establishes additional requirements aiming and ensuring an adequate level of salaries in the region and increasing the number of workplaces created (at least 30).
If this bill is adopted, the investors implementing regional investment projects will be able to use reduced tax rates until January 1, 2027: to be paid to the federal budget – 0%, to be paid to the regional budget – 10%. In addition to the above, Saratov region did not increase the minimum amount of investment required to obtain the status of a regional investment project with the aim of increasing the attractivity of conditions for implementation of projects in the region.

Saratov region participated in an internation project of RAEX rating agency

On December 20, the ХVII Russian Regional Investment Congree ‘Best Practices for Investments Attraction to Regions’ was held in Moscow. The Congress was attended by heads of federal authorities, regional administrations, representatives of development institutes, Russian and foreign investors, business communities and financial structures.
The project aims at discussing the conditions and prospects of implementation of national projects in the context of development of regional economies. Vadim Oikin, the First Deputy Vice Governor of the region, Minister of Finances of the region delivered the report ‘Implementation of National Projects as a Basis of Investment Development in the Region’.
‘Today the main task for all of us consists in efficient implementation of national projects. Our region is taking part in 55 federal projects of 67, covering 12 main strategic directions for development. The required regulatory framework, project structure for management, control and monitoring of implementation of measures, involving assignment of personal responsibility for achieving the target indicators and control points were established’, highlights Vadim Oikin.
The main topic for discussion during the Congress were the results of the ХVII annual rating of investment attractivity of the regions of Russia by RAEX. The Saratov Region Development Corporation acted as a partner of the regional congress and presented the investment capabilities of the region.
When the event was finished, the organizers held an awarding ceremony for the regions having the highest investment attractivity. Let us remind you that based on the investment potential indicators, Saratov region improved its positions, ranking 27th out of the 85 regions and with regard to the investment risks indicators it ranked 33rd.

The project of the Saratov Region Development Corporation will be implemented within the region

On July 19 of the current year GELES-NEFTEPERERABOTKA OOO received a permission for construction of a production complex for gas condensate processing in Saratov region. The investor will start practical implementation of the project already in the 3 quarter of this year. The amount of investments will be over 400 million rubles. About 30 workplaces are planned to be created. 

The investor managed to complete rapidly the preparation works due to collaboration with the Saratov Region Development Corporation. In the beginning of May of this year GELES-NEFTEPERERABOTKA OOO applied to the organization to receive support for its new project ‘Construction of an Innovative Production Complex for Gas Condensate Processing’. 

Gas condensate is a superlight high-quality oil having a high potential for light oil products output. Its production will contribute into increasing the production of hydrocarbons and allow substituting offshore oil and slate oil that are less profitable. 

The idea of implementation of this investment project was supported by the Government of Saratov region which provided assistance in its implementation together with the Development Corporation. ‘We have prepared a roadmap for detailed elaboration of each step in the course of implementation of the project. All problems that the investor may face have been analyzed. Out task is to accelerate the process as much as possible. We were controlling all stages of issuing the construction permit’, says Alexander Marchenko, Head of the Development Corporation when giving his comment regarding the event. 

Let us remind you that on May 28, during the official visit to Moscow, an Agreement for cooperation in the course of implementation of the investment project was signed between Alexander Marchenko, Head of the Saratov Region Development Corporation and Alexey Skidanov, Director of GELES-NEFTEPERERABOTKA OOO. The Agreement provides for the delivery of assistance in provision of advisory services in the context of implementation of an investment project. The company has been working on the oil products market since 2015. The company has good business and partnership relations with suppliers of raw materials including long-term contracts with product consumers in several regions of the Russian Federation.

The Development Corporation presented the perspective ways of cooperation to potential residents of Petrovsk Priority Development Area

On August 23, employees of the Saratov Region Development Corporation visited Petrovsk Priority Social and Economic Development Area. Production facilities where investment projects are already being implemented under special conditions applied to Priority Social and Economic Development Areas were visited together with potential residents.
Alexander Vanin, the Deputy Director of GMT-Saratov OOO talked about significant tax preferences as compared to other taxpayers, in particular, exemption from property tax and land tax during the first five years. The project for liquefied natural gas production is currently at the design stage, the initiator plans the commissioning of the first stage with the capacity of 1500 kg per hour in 2019-2020.
During the meeting of the administration of Petrovsk town, Denis Fadeyev, the Head of the District, informed the investors about the work being carried out with the support of the Ministry of Economic Development of the region. During the first two years of the Priority Social and Economic Development Area, 5 residents were registered and 2 projects were launched (Petrovskiy Zavod Avtozapchastey OOO, Gribnoy Combinat Petrovskiy OOO), 2 projects are being designed (GMT-Saratov OOO, IMTEK-TEKHNOLOGII OOO), 1 project is at the stage of raising and attracting loan funding (EKO-PETROVSK OOO).
Roman Smirnov, Director General of Vodprom OOO talked that he is considering Petrovsk Priority Social and Economic Development Area as a prosperous site for allocating a production facility for water cleaning equipment. As he said, the support being provided to investors and the existing communication allow counting for successful implementation of ideas.
The main directions of activities of Vodoprom OOO Production and Engineering Company include development and production of industrial water cleaning and preparation systems which is cleaned from salts by 80-99,9%, depending on the water content, the type of reverse-osmosis membranes used and water preparation schemes.
At the end of the visit, the potential visitors were shown the most appropriate investment sites and negotiations were held with the owners.

We have got a lot of quite interesting sites prospective from the point of view of business activities. Promotion of the Priority Social and Economic Development Area is out common goal which requires particular involvement and collaboration of all structures, says Alexander Marchenko, Head of the Development Corporation when giving his comment regarding the event.
